Resumen: La pobreza de Colombia en el uso de las TIC es amplia dado que la primera encuesta nacional sobre alfabetismo digital, del programa e-ciudadano, indica que cerca de diez personas de un grupo de cien utiliza el computador e internet para comunicación por chat y email.

La Fundación ICDL Colombia, el Ministerio de Comunicaciones y el SENA presentaron el pasado 18 de mayo el programa Ciudadano Digital, una iniciativa alineada con el Plan Nacional  TIC, que nace con el propósito de capacitar y certificar a las personas en el uso y apropiación de las tecnologías de la información y la comunicación para que puedan utilizarlas de forma productiva en su cotidianidad y empiecen a generar oportunidades valiosas alrededor de las mismas.
